A chiasm is a literary structure where themes of the first section of a passage is repeated in reverse order in the second. The center of the chiasm is typically the climax of the passage. In Luke 4:14-30 the center and climax is Jesus indicating the he is fulfilling Isaiah’s prophecy saying that the Spirit of the Lord “sent Me to preach release to the captives, and recovery of sight to the blind, to set free those who are oppressed” (Luke 4:18b-c).
